IT expertys belive if the law is passed, the abjectionable blogging will be identified and will be salking liable to be punished. bloggers in pakistan have discussed several contentious issues on their blogs and as a consequence, faced repeated censorships. The mode of this censorship has almost been the same on each occasion. What happens in the cases like it, the fedral IT department directs Pakistan Telecommnication Authority (PTA), which is a telecome regulatory authority- to ensure that certain websites or blogs are blocked, and made inaccessible to the public.


PTA, in raturn, asks the Pakistan internet exchange (PIE) to do the best efforts track the internet protocol (IP) enabled network and a PTCL subsidiary that will controle the intermet traffic comming to and going out pf Pakistan. Not many years ago, the pakistan telecommunation authority blok a handful of blogs, the authorities concerned blocked several other blogs and other websites and domain which resulted in blockage of millions of blogs hosted on it to pakistan.

Apart from these blockages, there haven,t been any major punitive authority for bloggers producing prokcing content unacceptable to state or defamatory in natural said, Bajwa, an IT expert based in lahor.

Foua, who is a menber of the ulti- stakeholder advisory group, national internet governance forum, tells that the government tries to control the issues by promulgating a cyber crime law in 2009. This law stands revoked maily kue to the opposition fro all the stakeholders including the internet service providers association of pakistan.

Fouad says genral understanding smong bloggers is that barring blaspamous from anti-state materials (as perceived by the state), the content posted on blogs goes to the blogspher by watchdogs.

the draft of the cyber crime law defines a crime with the name of "cyber stalking", which means use of computer, computer network or inernet to harm others. IT experts says that if the law is passed, objectionable blogging will be identified as cyber stalking liable to be punished heavily. Distribution of pictures or photographs of any peson without his or her consent or knowlege also falls under cyber stalking and the culprit, accordig to this law shall be punishible with imprisonment fo eithe description for a term which may extend to seven years or wiath fine not exceeding three hundred thousand rupees, ro with both the punishments.

PTA deputy director khurram meharn tells us that the authority does not acting becouse of its own and simply executes the directives it recerves. He says it is possible to track a person with the help of its IP address and the fedral investigation authority (FIA) has arrested several hackers in the recent past. However, he says, he doesn,t remember a single case where blogger was arrested becouse of the content he had posted on his blog.
